I don't know how the current Squeeze (6.x) does it, but the 5.x
versions were wrong. They padded the encoded file out to 512 lines,
but did it by adding lines to the top *and* bottom of the file instead
of just the top (VBI).

The DG NTSC templates I built for Episode are all Bottom First - and
they've been working just fine for the past couple of years. Where'd
this "spec" come from?
