I am one of the cofounders of CreationFlow

I can mention 2 features that distinguish us from other tools you mentioned:

- You can mark up the video. When you add a comment you can point that section of the screen are you talking about. You can use a pencil to draw whatever you want

- Intra-second comments: Comments are made on frames, not seconds. If you need very precise feedback, this would help a lot.
