[Avid-L2] TimeWarp: Pulldown Insertion ?

I read the help file on the TimeWarp: Pulldown Insertion effect template and it says it adds the 2/3 pulldown and slows the playback to 80%.  In the Effect window you can choose an interlace input source and 2/3 pulldown output.  Does this then playback real time given the addition of the pulldown fields.?  Is this a way to take a standard 29.97I video and give it the film stutter.  What if I set it to 100%?  I'm playing around with it but curious what others have found using this effect.
