[Avid-L2] QT Ref comes out HD

I have an SD project. Had to load in some HDV material so I changed
the project format, digitized, and went back to 30NTSC. Finished the
sequence with the SD clips and some HDV clips. Now when I export a QT
ref (even when I select 4x3 or Native Dimensions) I get a 1920 x 1080
QT movie. Looks like crap when I compress for review. So how is this
happening? Is this like when you have a DV seq but have 1:1 titles so
you can not export 720x480 because Avid defaults to the highest res in
the seq? Should I transcode the HDV material down to SD? MC 4.04
