I offer:

It explains why the decision was made to create Drop Frame time code.
The technical details explain how the problem was solved. It all
started from the FCC's requirement that the intercarrier relationship
(the separation between the visual and aural carriers) not be changed
from 4.5MHz when our NTSC color system was being developed.
Yes, I could have gone through the entire timeline of history on how
(oops, WHY) we have DF time code. I only went back to the point of the
need for it. You're looking for the origin of NTSC color TV which is
farther back than I needed to go.
