For my work, which is mostly conform/finishing in Resolve these days, I think using UHD proxies in a UHD timeline is a good idea. So much doesn't translate if you try to move it over from Media Composer to Resolve, that I always advocate using source res proxies and only using Resize or 3D Warp tools for moves/sizing/repos. FrameFlex doesn't come over, nor does Pan & Scan. Maybe things have changed since my last major Avid to Resolve workflow job.

What if you created DNxHR LB proxies at 1920x1080?  You mentioned using Frame Flex to punch in, as far as I know your punchins will still translate to uprezz fine.  Does Frame Flex not work that way?  If the image quality of your punch ins in the offline process is important then I see why you would go UHD with the proxies.
