Could be. (QTchange has grown vastly in a too short time. I had to figure out all funny stuff that was normally taken care of by the, now dead, QuickTime framework. Note, QuickTime the framework was something different than QuickTime files. And we all miss the QT refs…)

But mind you:
Most BWF's start at a round second. So if the FPS is a dividable number by the wall clock, there is no difference. (Except in frame count)
Most apps don't actually use the TC, they use the Samples After Midnight for things like auto sequencing, the TC is only eye candy / making it practical as humans can't read / interpret large numbers.
