Problem solved apparently there was additional Logitech software installed "Logi Tune" that allows for remote camera control by administrators in Zoom meeting and perhaps other software. It seems that this would allow access by a remote administrator to make the same adjustments that can be made locally using the logitech camera software. Either it's not compatible or not properly set up on this computer which explains the seemingly random behavior. Uninstalling it eliminated the issue.
