I assume you mean linked cam original, correct?
Most of the original links are gone, material transcoded.
Will it work to create a new bin, and again link the cam originals
in that bin?

Then use that for the procedure you outline?

I was told years ago that broadcast in the US
was actually 720. not 1080.  Delivery specs for this outlet
say 1080.  Is this/was this never the case,
720 vs. 1080 in the USA?

If relink is not possible, 
then I suppose blowing up to 1080
is the only option.  Not ideal,
but an option.
