I don't think this is a switcher effect.  Like a Powerpoint presentation, the imagery is controlled by the attorney from a laptop.  He/She can draw freehand circles around items with a mouse and highlight text.  When the mouse button is released from a selection, the enlarged excerpt instantly appears in a text box.

As far as I remember this kind of thing is done with a live switcher.
