You should transcode everything into your project rate, you need both clips to be at the project frame rate for Waveform Sync to work.

Synching by hand will be impossible unless you at least transcode the AVCHD audio, because AVCHD media won't show waveforms.

Further, unless you shot in all I-frame, you'll be much happier editing with transcoded media.  Working with linked long GOP media is frustratingly slow because it takes a long time to compute any single frame, 'cause to display one frame you need to first generate some number of frames that precede it.
