Go 24 if the international distribution is cinematic ONLY - if this release form is just a future option or if it's TV anyway: go 29.97.

I tell production and camera to go either 29.97 or 25 in the respective territories if aiming for cross-territory distribution (that is: international). Ideally: shoot interlaced if possible.

Gives you plenty of picture information over time (either 59.94 or 50 frames only of upper or lower fields) that will be the source for the standards conversion.
This can be done QC-sufficently with standard SW or HW "on a budget" (compared to SW Alch). However, one will end up with intra field edits if the source it treated linear (as opposed to clip-segmented).
Obviously, going from 23.976 to 25 (p/PsF for "interlaced TV distribution") can "pleasantly" only be done on SW Alch.
