The computer that is running the app needs the license. 
Once you VPN, what app are you using to control the host system?

MS Remote Desktop does not work well.

When things started going pandemic last week, I thought back to an old consumer box that I had for remote working with clients, and considered digging it out from the attic.

 

The unit was called Slingbox, and it would take a video/audio feed from your Avid and stream it to whoever you gave the login details to.  Sadly, it looks like it's been abandoned.  But ten years ago when I last used it, it was pretty useable, albeit with a five or six second delay.
