This bug has been there for many, many years. The reason most people didn't see it in the past was that the default font was Arial, which is early in the font list. In 19.x, the default changed to Open Sans. So if fonts are added/removed before that (by a 3rd-party installer, OS upgrade, or explicitly), then the timeline or Composer setting misinterpreted what your stored font was.
This was fixed this week, and will be in the next release. Sorry for the issue...
