Personally, I'm tired of under-powed offerings from Apple that don't offer the option to expand/replace things myself. I recently bought a zbook to replace my old z420 and was looking at the new mbp with the Vega 20 GPU and it was a clear £1000 more than the HP for a significantly lower spec. All the other forums I visit seem to fill up with fan boys talking about how they hope the new Mac Pro is going to kill it or how they might drop 10k on an iMac Pro. I'm tired of guessing what apple might do, which adapters I might need to buy to connect my peripherals and paying over the odds for it. I use both all the time, I like Mac OS, but people act as if windows is garbage and I have found avid significantly more crashy on Mac's than on windows 10. There's barely any difference from a user point of view, it not an issue for me. I would imagine that most people nowadays are also using more than just avid on a single machine. I would guess a lot of people also have Resolve and Adobe CC installed and being stuck on slow, old GPUs and limited RAM do not cut it. The thermal throttling of the space saving designs of recent Mac's also seems to have been a big issue lately - no point having a badass six core i9 rated at 2.9ghz if, as soon as it heats up, it drops down below the base clock. Apple lost my business a while back, I need power not beauty. My two cents..

The other factor should be how often they upgrade hardware.
Those that flog old hardware to death often have old mac cheese graters or the newer (but now old) trash cans and are hanging onto older Macs for a newer cost effective replacement.
But by and large its PC based. The Unis tend to be Mac based (large iMacs) but some are PC due to cost.
And yes HP workstations by and large.
Most PC based facilities will have a few macs around to make ProRes files.
