You can buy older, refurbished HP Z400 workstations VERY cheap. I own 3 of them, with quad-core i7 CPUs, 24GB of RAM, SSD boot drives, and Geforce GTX 1060 graphics cards. They run DNxHD 145 flawlessly, including 9-stream multicam. You don't need more power than this if you're only doing HD 1920x1080. These machines will also run UHD 3840x2160 on Premiere Pro but it's a stretch.
