You answered yourself. "direct out'.
A channel is a channel and players have a ground rule not to mess with politics nor religion. So, a player does not listen to the sound to know if it is supposed to be left or right.
That is negotiated silently, in the metadata.
Now, in 'direct out', Avid does not assign pan info, as it is 'direct'.
