I went through this 2 weeks ago (!!!), on Mac systems with a simple move. Though my same Machine Room that didn't move. It was a nightmare to troubleshoot (!!!!!!)

I am sure you tried different decks.
And you must certainly re-boot after a KeySpan driver uninstall (even if they don't say anything about that), then REMOVE the KeySpan hardware completely while installing the software driver, and re-booting yet again (pain in the ass, Tripp-Lite - which acquired KeySpan).
I have confirmed with tech support just 2 weeks ago many instructional errors and conflicting info on specifics of what their installation process advises).
You may also have other programs or bugs on that particular workstation, that may have been 'activated' after the move ... rare, but I have seen it.
Boot up, plug the KeySpan hardware in. Open the software app, and on the pulldown menu, select Show Debug. You should see your adapter as active and NOT get a message saying 'there is no adapter connected.'
New KeySpan adapters for modern OS's are RS-232, NOT Sony protocol RS-422/ like their past ones (thanks again, Tripp-Lite). So you need the Rosetta Stone adapter to convert it to RS-422, as you know.
New ĶeySpan drivers also make software and their own driver app show TWO connections even though you only have one physical port! (WTF, Tripp-Lite?!) One is a dummy identifier. The other is the active port.
Avid should just build RS-422 into all their hardware boxes to avoid all this. The similar looking DDub9 pin on the popular Avid Nitris DX is for Avid service tech maintenance and has fooled many into thinking it was VTR deck control. Newer, Blackmagic DNxIO or DNxIQ may already have them... I can't remember at 3am. Lol.

Next, in Avid Media Composer, under Settings tab ensure that the SERIAL PORT option. Click the pulldown menu - it should SHOW the KeySpan, but you must never select it here... that overrides other settings and kills deck control.
Under DECK CONFIGURATION in the Settings tab, clear out all past saved settings (those two rectangular boxes connected with a line drawn between them).
Then, start over. There may be another Settings tab for indicating that control should be "Direct" and not FireWire... or it may be under the same DECK CONFIGURATION settings. I can't check for you right now, sorry.
Back to DECK CONFIGURATION: First add the port (KeySpan, via selecting Direct (not FireWire or other)). In the adjacent second rectangle box to the right of that, assign a deck from Avid's excellent legacy list (where is my Ampex AVR-2 Quad VTR or RCA-TR 2-inch machines, though?!) ;)
Apply and VOILA... I hope that works.
OH, and your VTR has REMOTE activated on the deck's front panel, right?!! ;)

Recently I helped a customer move their machine room and edit systems. It all went well, except for one system which will not do deck control – although it did before the move.
I've hooked up dozens of these over the years but I am stumped.
System is a Win7 HPz440 running Media Composer 8.4.something. I have tried 3 different USB to Serial adapters, 2 Rosetta Stone cables, temp cabling to the machine room and bypassing the machine control patch panel. I am also into a USB2 port since I have found they don't work on USB3.
So probably not hardware.
On the software side I have uninstalled and reinstalled the Keyspan software, confirming it is the same version that other working systems are using. I have also confirmed the same firmware. I have tried various virtual ports, allocated in the Keyspan software.
Any thoughts, suggestions, ideas appreciated.
