I have had good results with R-Studo, which is available for PC, Mac and Linux. It is a heavy duty tool, and I got a copy at work, so I don't know how much it costs.
It sometimes takes it days of crunching on a hard drive to recover everything, but it is designed for recovering drives. I suggest you set it up on a machine that can work on it un-interrupted for up to days.
