What happens if you create a new bin and move the clip into it?

I am working on a 4K project that started at another house.   Pretty normal work flow on MC 9.9.4 Mac.
But some of the bins won't allow me to adjust audio when I load clips to the source monitor.  It seems to be a limitation in the bins and not individual clips within the bin.  I load the clip, audio is hot so I try to use mixer tool to lower audio but the buttons don't move from 0.   Also the menu  "adjust volume" does nothing.   Its not all the bins in the show but many.

Has anyone ever encountered this?  Once you load a clip in the timeline you can adjust the volume of that clip.  But not when its in the source monitor.  Is there a setting I need to change in these particular bins?
