No it can't and you are stuck with New Blue Titler. There seems to be power in New Blue but it is an awkward interface to me. Perhaps you will like it. You can toggle back to HD project and use title tool and then toggle back to 4K. The Title tool will be scaled but at least it's a familiar interface. If you are UHD 16:9 I assume it will scale and stay in proper position. If you are 4096_2160 I'm not sure how the scaling will effect the position/aspect etc... of the HD title.
While in the HD project mode you can promote the title tool to New Blue. This works but sometimes it requires some tweaking. I have only done a few very simple credit sections with New Blue and just like Fonts I hate it.
