afaik, LE and PE had to do with licences for codecs (MpegII)

Now, MpegII patents have lapsed since the beginning of this year.
Not that it matters, as Meridien codecs are Mjpeg.

It does not matter if they are installed or not, as the install was for Quicktime that Adobe does not use anymore. 
And since it's old technology from a competitor I very much doubt they will make even the slightest effort to support it.

But, again, FFmpeg does. And it's just SD, so a transcode should be lightning fast. 
(Perhaps Lanczos upscale with custom cropping the VBI / overscan while you're at it.)

Aren't the codecs automatically installed when Avid is installed.  I know you can download the free version of Avid Codecs, I forget if that is the PE or LE version or is that no longer the appropriate terminology?  I've definitely used SD 35:1 and 20:1 for video references in my sequences.  I use them all the time to save space even if they come to me at DNX36 I usually transcode to 35:1 or 20:1 when I bring them into my Avid online project.  This still works but I guess the latest Adobe wouldn't like those files.
