[Avid-L2] Control over Render resolution of Generator effects?

Working in 2018.4.0 but this has been a longstanding mystery for me.

If I add a generator effect (like a window TC) to a video track at the top of a sequence it lists in the timeline a resolution that is not the same as what is set in the Media Creation Setting under Effects or Render.

In the Render settings I've tried unchecking the "same as source" box thinking maybe it was defaulting to the highest resolution found in the sequence.

My concern about this may be based on a false assumption. While the size of the render file is somewhat a factor, I wondered if the render takes longer, blowing up what is largely a DNX 145 sequence to 4k. If that is indeed a false assumption and the 4k rendering size doesn't matter that I guess this less of a concern.

Thanks for any insight.
