I don't know how it would work on Drone Footage but the Neat Video plugin does some amazing things. Technically it's for noise reduction but IiRC I had some leafy tree footage that shimmered and the Neat plugin helped reduce flicker.
I can't say I"ve mastered the plugin it's still voodoo to me but it does crazy good things sometimes. It's like video magic. I think you can use a trial to test footage. HTH
