The places where I have mostly seen the problem are in animations rendered out at 30 fps placed in a 29.97 project. If there is motion there will be bump where the dropped frames are. Occasionally I get stock that says that it is 30p as well.

Yeah, that's not accurate. There can be video at any frame rate, period. 30.0 and 29..97 are NOT interchangeable. And it does cause problems when you're trying to use one in the other's timeline. If you put a 30.0 clip into a 29.97 timeline, Media Composer will attempt to conform the speed of the source clip to the new timeline by DROPPING FRAMES on the order of 1 frame every thousand or whatever. You may never have seen it do this but I definitely have. Always conform the clip before putting it into a timeline so you don't lose frames (losing a frame looks bad).

You may be thinking of baseband video. And in our history, there was only 25 and 29.97. But that was quite a long time ago. You can certainly make 30.0 baseband video and send it over SDI to a compatible display and have it be 30.0 on the display. So it always pays to be very specific and don't take for granted that some software is just going to handle it for you.

This distinction should be meaningless since there is no such thing as true 30fps video and never has been AFAIK. "30fps" video is "29.97" in the real world. Modern applications have mostly dropped the distinction or use the two terms interchangeably. Avid's legacy might argue for retaining the distinction, but does anyone know of any current real world situation where specifying "30fps" for video will actually cause a significant problem at some point in the process?


In olden times this distinction mattered to when recording crystal-sync double-system analog, and probably still does if anyone still has this equipment, but in modern processes?

What is the best way to bake that in and move away from the linked file? If I transcode will it respect the change in speed so that the new clip is a 29.97p file? Or do I need to export and bring the new file back in?

Open your 29.97 project.
Link the clip.
Right-click it in the bin and choose Source Settings.
Under playback, you can tell it to play at 29.97 instead of 30.

An editor was suggesting that the same net effect is achieved by bringing in a shot into a 30p Avid project and then opening the clip in a 29.97 project. Is that really the case? Does the Avid play back the 30p at 29.97 fps, frame for frame? Or does the 29.97 project eventually drop a frame from the clip to keep the 30p in sync?
