Not with preemptive bin locking like Unity/ISIS/Nexis. I suggested to Avid years ago that they should build a stand alone project sharing device for doing that and editors would keep their media locally. Or Avid could host a cloud site just for Avid Projects that allow Avid style project sharing.
We did try out the Avid Cloud/Sphere product a few years back, and while it seemed promising, it was too burdensome in practice. It took a extreme amount of patience to get sequences to come completely online and then upload changes. But that was like 5 years ago or so. We did not continue with the maintenance updates on it. It might be working a lot better now.
