I haven't tried it personally, but the Stabilize just adds a Fluidtracker, so if you go into the tracking window, add a cut in the tracking timeline (right-click, Add Region) and delete the newly created region (right-click, delete region), the tracker should stabilize up to that point, and afterwards it shouldn't do anything while keeping size/framing.
