So, one crazy suggestion would be to take the clip into AE and stretch it out to 5x it's natural length using interpolation, basically converting 24 frames into 120 frames. Save that out as a sequence of TIFF images. Then use AE to convert 120 frames to 60 frames by interlacing the images.
