Forgive if you've already tried this, and if it was already answered.
Given that you don't have a layer control in that filter as you explained (I don't have BCC 9 in front of me to actually try this)... give this a whirl:
Assuming your background is on one track, and the PIP is isolated on another above it, try:
1. Dropping an empty title or Color Correction filter on the PIP. You don't have to do anything with it to change/filter your PIP track. It is just there so you can:
2. Step-in to that (nested) and drop the BCC filter. Step back out and see if the blur-dissolve only affects the upper layer and not what is underneath it.
