+1 on this, in my experience delivering to ESPN.
Since MC 7.0.2 or 7.0.3, in Settings > Render Settings, there is a checkbox at the bottom of the dialog for "Use frame blending in Motion Adapters."
Un-check that box, and you will not get blended frames when cutting a 24p clip into a 60p sequence.
This does not work retroactively. You must have this preference chosen before you cut the clip into the sequence. Otherwise, you'll have to modify the sequence clip in the Motion Effect Editor.
