I was going to reply that what you were describing sounds like you were seeing both fields of 3:2 pulldown being added to something with edits in it. I'd consider that normal. It makes sense when you think about it... It's field 1 showing the outgoing shot and field 2 showing the incoming shot. It won't hit EVERY cut point. Just some. But when you watch it play back on a monitor at 59.94 in real time it looks normal, and there is nothing wrong with it. When you park it on a still frame, depending on your settings, you are looking at field 1, or field 1 and field 2 simultaneously. (that green/yellow / double green toggle near the timeline picks that). So I wouldn't be concerned about it.
We also master at 23.98, and sometimes have to deliver at 59.94. We had one client complain that they wanted no jitter frames at all, so we had to do the 3:2 conversion on each shot individually, and essentially re-edit the master. That was not enjoyable.
HOWEVER, after typing all of this and then looking at your image, it doesn't look like fields at all - it looks more like an overlay "transfer mode" in photoshop. So, I'm now writing to say that I don't have a clue what would cause that.
