Latest version of Avid can do CC, if your hardware is capable of capturing it.
(I know my BM card can display imported SCC captions.)
Turn ON 'show captions' in the record side of the composer window.
Note, captions need preroll before they show (it's a very low bitrate signal, it needs to buffer info before displaying.)
For the client monitor, the sequence needs to play.
You can export your timeline as SCC or TTML.
SCC is is not human readable, but Subbits (my subtitle tool) can import it. (and convert to subs if needed.)
(Free demo is just fine.)
TTML is human readable, but contains no usable data in my tests...
It's badly documented though.
I would suggest having a look at Premiere if it's going to take you more than an hour.
(And guess what I predict on time lost here...)

We aren't familiar with CC in the UK particularly
We have a digi tape with CC on it and we need to export a separate CC file and QT . Can we do this in avid..read the CC info and export as a CC file of some sort?
If not how?
