Turning it off persists across all projects for that User. If more than one editor is working in a shared project, all editors and assistants who ingest stuff must do the console command or
or it will be applied to some graphics and not others.
The console command is a toggle. Typing HDTitleFilter will turn it off if its on and on if it's off. The console will give you confirmation about what state it's in.
The filter does prevent overshoots in down converted programs and in many instances the softness is barely noticeable. So maybe it's not a bad idea to keep it on....but under some conditions...such as if your still graphics (not the avid title tool) are already compliant, they get hit with extra softness and look horrible.
Avid is not the only NLE out there. Other NLEs than Avid (Premiere, FCP, FCPX) do not apply this softening filter to their graphics and their stuff is getting on the air.
A very large percentage of television graphics are created in After Effects and the filter is not applied to them. It is only applied to imported stills and the title tools.
Personally, I think HDTitleFilter should be in project settings and be off by default. Having Avid behave like every other NLE should not be left to an obscure console command.
