Fission. High quality, very affordable, well-maintained...
I am a former audio engineer (turned ER doc turned documentary film maker), so discerning and critical.https://rogueamoeba.com/

I have an extensive sound effects library that originated from CDs at 16 bit / 44.1kHz.
I need to batch convert all of them to 24 bit / 48kHz at the highest possible quality.
I realize the quality will not magically get any better -- I just need them in that format without degradation.
Any suggestions for well-regarded audio conversion software that can operate in batch mode?
Thanks.
