That's the whole concept. That by not being tied to commercial success they are free to make other kinds of shows. That has traditionally meant more cutting edge comedy that at the time finds a small audience and finds success generations later eg Monty Python. 

It's a totally outdated idea as is the idea of network television and tv channels. I paid the license because you kind of have to buy all we watch at home are Netflix and Amazon prime.

However, that UK tv license does give you nothing for something... No commercials on the BBC, or, at least it used to.  Which is weird as I understand that they are the least watched channels there, ratings-wise, and that the Brit airwaves are now dominated by the likes of commercial broadcasters ITV and Sky.
