I think 12bit is available in RGB projects now..

The other part of your question is confusing. Legal range applies to the chroma and luminance levels. 10-bit applies to the sampling range. Two different issues. 10 bit can be maintained throughout the process. RGB levels can also be maintained in a RGB project.
