I'm guessing the link thing is as much a vendor issue as Avid issue. Avid can make a link to the vendors plug-in, but if the vendor moves the location of the plug-in then the link is broke. What would work best is if the vendor would provide a address to link to that would always forward to the latest plug-in, but… well… that would make sense.
