I have since found that it is in fact exporting a 1:1X .mov so it's not just missflagging the meta data. I had tried small sections with the same results but I was just marking in and out on the timeline. I tried subsequencing the opening 2 minutes and that act correctly so there must be some element in the timeline that thinks it's 1:1X or actually is. I looked at all the reference clips so now it's time to look at rendered effects. At least now it seems like a divide and conquer scenario.
As far as a fresh effect I found that from V9 down which includes the rendered safe color limit the export is in fact DNX-175X but as soon as I add the V10 with the time code effect unrendered the export is 1:1X. I assume since the TC effect is over the whoe sequence if there is any element on the tracks below that thinks it's 1:1X then it thinks the whole sequence is 1:1X. Not sure if that explains why an uncolor corrected clip exports correctly but a color corrected clip unrender exports to 1:1X. When I divide and conquer I think more will be revealed as to the real culprit.
I just learned that Easter has something to do with fertility so maybe this is just Avid's way of celebrating Easter by F'ing with me. ;-)
