The free app Audicity appears to have a routine for this. Record the 78 on a turntable set at 45 and then use Audicity for the file correction from 45 to 33 and associated clean-up. All the issues with the needle and RIAA curve are valid, but depending on the need, this may give you satisfactory results. However, I offer this with the caveat that I haven't prrsonally tried it.
