"Just to play around I exported a tga image sequence from QT Pro 7 setting the frame rate to 17. This resulted in 25 .tga frames in the sequence. I then did the same thing setting the frame rate to 24 and that resulted in 35 .tga frames."
Looks like you may have found a way to convert 18fps film to 24fps.
I assume the original clip had 25 frames so 25 went in and 25 came out when you set the frame rate to 17.
Hopefully it is simply duplicating every third frame. (24 frames would become 32 frames and you had 25 and got 35 -- close enough I think.)
You should see duplicates when you step through your 24fps clip. If you don't, then something else may be going on.
