Encore is still available within Adobe Creative Cloud. It's still at CS6 but works just fine. You have to scroll down in The Adobe Application Manager to download it (it also must install the old Premiere Pro CS6 package because they share components, but it has no detrimental effect on your install of Adobe PPro CC)
