As you cant really download kernel extensions (drivers) for specific hardware changes in machine revisions, eg a new broadcom wifi chip, the OS that your computer ships ways is the only way to know you have all the new hardware supported.
There are cheats to try to install the older OSes but invariably there will be something the older OS doesn't know about and some feature won't work as expected.
Truly infuriating - but its just how Apple is.

I answer:
This is by design from Apple. It has always been this way. There are kluges to install earlier versions, but it's not advisable to use them as they may not be stable, nor are they supported by Apple. Sorry.
