Well, there's your problem.
If it's for broadcast, you should create your roll as interlaced and it will play a lot more smoothly. (And not pulldown added to 23.98p, if that's what you're working in - render it fully interlaced.)

If you're not delivering for broadcast and interlacing isn't an option then you'll just have to slow it down a lot more. Motion is always going to be more choppy with progressive.

I have not don't a credit roll in about 8 years. Just doing one now. Its fast so client will have to cut down. But even fast, it seems jittery. Watching at best resolution in the timeline, on my Flanders, my Samsung client monitor and the Sony CRT all seem jittery. Is there a way to smooth it out even at a fast speed?
