it certainly does - personally tested and also in the Avid readme: Changed in v6.5.4.5 Mac OS X v10.9.5 support This release of the editing application supports Mac OS X v10.9.5.

I don't think Avid 6.5.X will run at all on 10.9. I recently upgraded a separate startup drive to gain access to Adobe CC 2015 and I found my existing Avid SNDX 6.5.4.7... would not launch. I ended up installing 8.4.X on the startup drive. This wasn't just the install prompt that this is not recommended for this OS. Avid 6.5.4 would not launch period on 10.9 for me.
