Jeff, I am using wacoms since the early 90's too, first with serial port later with usb, my trusty graphire-2 is my good compagnon for years now. I am working mostly on macs, but only occasionally on win. I was really annoyed by those circles and hoovering-features on win7 but found a solution:
In late august I worked on a symphony - win7 with
wacom driver WacomTablet_615-3a for my graphire-2
and found a smart little app fixing all that f..ing automatic win-tablet-features:
