One possible question for them is whether or not they are viewing the HD file on their 4k monitor using 1:1 pixel mapping. If so, that would probably eliminate the risk that the alleged dead pixels are a function of a scaler being in the pipeline.

If the content is HD and shows no issues on a HD monitor and it's for HD broadcast then it's ok.
If the requirement is to deliver 4K that's different.
Its quite possible the 4K upres is introducing the artefact that looks like a dead pixel.
