Just chiming in with a little real-world experience on this…I sent an hour long doc over to Pro Tools for mix this spring. At that point I was using Premiere CC 2014, whatever the current version was.
It wasn't as simple as "Save As…" but honestly with Media Composer it rarely is either, given the sort of project I'm on.
AAF was broken at the time, but I was able to make OMFs. I believe I had to break it down into maybe 3 groups; the project had about 24 audio tracks.
Anyway - it got done. Premiere has a pretty complicated audio signal path, I'm not sure how much of my work translated but our mix turned out great.
