Hah!

I tried just running the 8.4 installer which did an install but didn't solve the problem. A complete uninstall of 8.4.1 and reinstall of 8.4 solved the issue. If you use Spot Color, I would stay away from 8.4.1.

Updating to 8.4.1 on Windows 7 broke Spot Color Effect for me. Applying any shape creates mangled image in the selected area.
