[Avid-L2] Where Black levels dare to go?

Been working on a project that came to me pre graded in Resolve.  I received ProRes 4444 file and used Resolve to export as ProResHQ as per delivery spec.  There is no reference signal on the file but the levels look reasonable and set off no alarms on the Tek scope.  I do notice that the black at the beginning is not running a 0 mV.  It runs more like 13 mV and when active program is up the typical luma level rides at 30 mV.  The picture looks fine but I can't help but want to lower the setup so it's closer to 0 mV.  I always try to make images fill the range from 0 to 700 mV.  Of course not for every shot but as an overall approach I try to get as much dynamic range as possible.

It's been discussed here before that quite often for a theatrical presentation it can still look great without going all the way to 700 mV.  So I'm trying to check myself here.  Am I overthinking the 30 mV black level on a graded show.  This is a stage performance of a comedy routine that is nicely lit but I would have graded the black level closer to 0mV.  Curious how others approach this.  Of course without sitting in front of the actual media I don't expect anyone to have an answer for my particular situation but I'd appreciate any feed back as to how others approach overall level range.

The ultimate destination for the project is an internet streaming service but that doesn't make me want to be less attentive to overall levels.
