I think it's somewhere between a bug and just annoying. If I do a stereo mixdown from a mono track it should drop each of the stereo channel -3bd to maintain the same loudness when the signal comes out in stereo.
If I mult two mono tracks traditionally that would require a -6db level drop to maintain proper level. Think stereo music summed into a mono channel. That would be +6db louder than the individual tracks assuming both channels have similar content.

If you select 'direct out' under your export settings the audio exports correctly.
